Do you agree with the State's general policy to recover costs for information provided for open records requests? Yes, but it should (and it may, for all I know) have a provision for a waiver or reduction of the fee for good cause shown. In much the same way as an in forma pauperis application (e.g., for non-profit public interest groups with little or no money).
