In my 17 years as a journalist, the reality of waivers became evident: either the agency isn't going to charge you for info, or they will make everyone pay. And even if the waiver was mandatory for some groups like non-profits, how do you keep the individual from being discriminated against? And how do you enforce the waiver? The AG won't do anything because there's no profit in enforcement, only cost.
